2. You probably had the move things arrows when you touched and didn’t know. |

The “move things” arrow points up, down, left and right. So make that arrow occur on your now vertical tool bar. Go to the top edge and move the cursor over it, up and down slowly, until you get the move things arrow. Once you get that, pull the tool bar up, it should just pop up once you start.
