The #1 choice is one of the most fucked-up concepts I've ever heard of, but the cannibalistic sushi is also pretty damn horrible.

I think there would be more than one restaurant doing this (even as sick as it is) and it wouldn't cater only to people who are rich enough to be basically above the law. They also wouldn't be hiding their restaurant.

I think it's obvious that their business is illegal even there based on their business model.

The original photo is twisted enough, eating FISH sashimi off a LIVE naked person, but it would be ridiculously easy to Photoshop into a picture of eating rib meat off a dead person.

This is the second time you've posted one of these lists about food from it:)

Restaurant#8 -Not my ideal cup of tea but I know that the testicles of animals are a delicacy in some cultures so it's not actually that horrible if you belong to that culture/society
Restaurant#7 is just grossly disgusting beyond words and quite frankly I'm surprised it is legal
Restaurant#6 -What's wrong with this? No way this is more gross or disgusting than the one above? I think it would be quite an experience actually. Why is this horrifying?. We ride on cable cars/gondolas/cranes and the like. Why not have a meal up there?
Restaurant#5 -Bizarre, insensitive and in VERY bad taste. Still not as bad as the Tokyo restaruant though
Restaurant#4 - Not my cup of tea and a trifle bizarre but the attraction of this one is just that -it's a novelty attraction. Still nowhere as bad as #8 though
Restaurant#3 -Again, why is this particularly horrifying? People have a fascination with death and the culture surrounding death and presumably it also exists as a novelty attraction. Not my cup of tea but it looks like your average Halloween-themed attraction
Restaurant #2: OK, not sure I'd want to be serviced by convicted inmates but again it's a unique novelty dining experience. I don't see it as particularly horrific
I'll agree that Restaurant#1 is just gross and disgusting and....eeew...... Who on eath comes up with these ideas?
