What year did this take place? Under Reagan or Bush? I forget.

1983 , I am guessing Reagan ? Of course .

In the 1980s Rumsfeld was Reagan’s special envoy to the Middle East. In 1983 he famously met Saddam Hussein to seal a deal to supply US weapons to help Iraq in its war with Iran. At this time the US State Department admitted that ‘available evidence indicates that Iraq has used lethal chemical weapons’ in the war.
