Question re: CIA involvement in Quantum of Solace (spoiler)

Despite critics saying the story was hard to follow I managed to get most of the plot.

However, I have a question re: the CIA's involvement.

In giving approval to Greene to fund the coup in Bolivia did they think they were working with a corporate head simply looking to access oil or were they working with full knowledge that Greene was a Quantum operative with a more sinister agenda (esp. since Quantum seems less a terrorist organization than a secret cabal headed by industry/government types)?

Just one of those things that I've seen pitched different ways.
