Is beer kosher for a Chanukah Dinner?
And say this is a Reconstruction/Reformation Jewish household?

3. I don't know....
You are safer with wine though. I know there are plenty of kosher wines. I don't know about beer. It has to be blessed by a Rabbi obviously....

4. I don't think there's any such thing as non-kosher beer
I went to a Purim party one time with a ton of Orthodox Jews and they were all over a bunch of Sam Adams, so I think you'll be fine with whatever beer you want.

9. I've never tried it.

I know a friend of my dad who loves it. My dad's Jewish and so is this particular friend. I just put it here because I am sure that it's kosher. That said, I can't think of drink that's non-kosher unless we are talking pig's blood or something. The big no-nos are shellfish, pork, and mixing meat and dairy, but I can't think of a beverage that's unkosher by itself.

13. Beer should be OK for Chanukah
but probably not for Passover.

14. Correct
Beer is fine for Hanukkah, and goes great with latkes. Since it uses grains it is not Kosher for Passover.

16. That would depend
on your personal level of kasrut for Passover and whether you follow Sephardic (Middle East and S. European) or Ashkenazi (N. European) traditions. Rice falls into the category of foods called "kitniyot". While not technically forbidden, some Ashkenazi rabbis started banning them over Passover centuries ago. Meanwhile, Sephardic rabbis didn't.

17. Well, I can't speak for the Jews
But no rice based, mass produced Clydesdale piss is ever "Kosher" in my house.

I'd go with the HeBrew, if you can find it.
