You could substitute mascarpone with a mix of 1 part sour cream to 1 part cream cheese.
I'd just go get the mascarpone; what are you using it for?

Go with the latter if you want less flavor from the cheese. If you use goat cheese, you might just end up with a monster-sized booger.

For every 8 oz. of cream cheese, mix in 1/4 cup cream and 3 tablespoons sour cream. Whip this up and you have a very good Mascarpone look-alike. http://www.jewishfood-list.com/recipes/chs/mascarponesub01.html

You were worried that your turnover appetizer was too similar to the dessert you have planned, right? I think goat cheese would be good for this. Goat cheese and blueberries go very well in salads, so I imagine it will be great in a turnover too.
If you wanted something less sweet and more savory, I think a goat cheese and mushroom turnover would be great.

Certainly you can do it, but, wow, be careful. In fact, a tiramisu with goat cheese could be an interesting experiment - I think it could work.
But the goat cheese is also denser; though it's still spreadable, it's not as softly spreadable as mascarpone.
Is you can't find mascarpone, try some cream cheese with a bit of lemon juice squeezed in it and sour cream (or creme fraiche, even better).
