Neglected, abandoned plant. Can it be saved?
Should I prune?

Yes, it can be saved! And yes, I would prune it...

The pruned bits can be re-rooted in water too...

This is a philodendron type plant, and they are very hardy...

It's very lucky you found it!

2. Needs repotting and more light
Repot in deeper pot with some clay pot shards in the bottom to allow for good drainage.
Add about 4 evenly spaced plant food spikes into the soil.
Put it outside.
Water when soil is dry down to 2 inches.

Put it outside! You live in Tucson! It will love you for it!
Just make sure that in the summer or very cold nights to keep it near or next to the outside building wall.
Tucson summer sun will fry it, but it will deal with the heat as long as you keep up on the watering.

Would not cut it and restart.
It's looking "leggy" from lack of light, so the stalks/stems on it will grow longer and skinnier in an effort to reach light.
