It looks like very early Filmation Studios (they did The Archies as well as the ST:TOS cartoon series) but there's some rotoscoping of some of the people being destroyed. Some of that looks like the Taarna portion of Heavy Metal. Perhaps the animators of that movie saw this "thing" and were inspired :P
