Why are my ginger snaps never snappy?

Why are my ginger snaps never snappy?
I want them flat, not puffy. So I get this box from Duncan Hines and it says if you don't want soft cookies to add two tablespoons of flour, yet they always turn out puffy. I look at recipies on line and there's always baking soda or baking powder and eggs which make things rise. How do I get my ginger snaps to be nice and thin? Heck, even the gingerbread man was thin and trim, that's why he could run from the other animals but the fox outwitted him in the end and not because he was fat and puffy and couldn't run so fast.
