some can't. I tried to rec a thread and got a msg saying 'sorry you cannot recommend threads in this forum' yet there are threads here in the lounge that ARE rec'd. How is that?

I have seen several since the change like that. Mostly getting moved from GD. That is how Lounge threads show up on the latest page sometimes.
