Besides sexy IMO is an attitude not a form of dress. Sure, women wearing revealing or little clothing do things for me (or a really nice dress, or my wife in a wedding dress- way hot!), (but then well defined men do that too to a lesser degree) but there's plenty of people who are sexy just as they are no matter what they're wearing.
