Riding the Cape May-Lewes Ferry my GPS tells me we are wildly off-course
Perhaps as much as a half mile or so.

Should I alert the captain or if we've been hijacked will that just tip them off that I know?

Also, I heard a rumor that all the passengers have to throw exact change into the tollbuoy whenwe cross into Delaware, but my aim is not that good. Will they lock me up if I miss?

1. Like most rumors, that one is entirely true
Have the captain get close enough to the buoy to grab one of the little envelopes and simply put the change in one and mail it once you get back on dry land.

2. i can't find the envelopes!
I see lots of people at the railing which must mean the want to be in the best spot to take their shot.

In addition to hard time, I'm concerned I'll lose out on sales tax free shopping.

The trouble is, you don't know which parts. I would suggest you play it safe and hire a good lawyer.

6. Just for tolls, or so I read on the internets
You may be able to just record the latitude and longitude near the toll buoy and write the authorities including those numbers and a fifty-cent piece. Please, please, please report back on their answer if you do that. :D
