Although I'm rather impressed that you actually got to talk to a human. I worked at one college where the financial aid department was actually moved to an office park to prevent those pesky students (most of whom needed financial aid, and many of whom were not native English speakers or had poor computer skills) from actually requesting assistance. As a result, the library staff (where the public computers were located) ended up serving as de facto financial aid assistants.

behind frosted glass windows that they can close on you if they don't want to talk to you. Then they tell you, "it's best if you email us" so I tried that and they were just as snippy.

Stick it out. Jump through the hoops, no matter how stupid they seem. But keep documentation of every contact you have, and with whom you have it.
