Any basic software I can use to get a song on YouTube creating still pictures?

My brother has a CD of a song he recorded in Nashville and we need to get it up on YouTube. I'm gonna have to use still photos as there is no video. Any suggestions?

3. Photo to Movie

I use Photo to Movie to turn my still photos into videos. I think I paid $50, but then I have several projects, so it might be a bit steep for a one off.
