I can almost guarantee you that was a health department decision. I've never understood why but health departments (edit: in many jurisdictions) typically insist that tongs be used in buffets wherever they can be and spoons only be used for things where tongs are not an option. I don't see how tongs would be any cleaner.

It's a college cafeteria, and they usually put spoons out. Maybe someone just wasn't thinking today.
