Data says in the episode he is programmed in multiple pleasure techniques. I think we are to infer from that episode that Dr Noonien Soongh originally created Data to be a sexbot. But somehow Data didn't know he was supposed to be a porn star and decided to join Starfleet.

It was mentioned in the episode with his "mother" that Data was programmed with a sexuality program or something. And she also said Data liked to wander around naked on the colony where he grew up until they programmed him with some morals about clothes or something. She said the colonists didnt like seeing an anatomically correct android running around.


Plus he also did it with the Borg Queen.
