It's slang for Redneck, but I've never heard it used in a positive way
Watch out driving to Fresno - the Necks will gitchya!
Sounds bad - but then again it might be that differentiator between the "Good" Rednecks here on DU who own trucks and the "Bad" Rednecks who tie people to trucks...

I've never heard it anywhere else. I thought it was our invention, found only in Miamisburg, Ohio.
The thing is that being a small town, there were a lot of rednecks there and nobody really cared until the yuppies moved in from Dayton. We didn't go around calling people rednecks. Then all of the sudden you were neck for speaking with a bit of a drawl like I do, or for wearing work boots to school. It was actually very snobby.
