You post books you own and don't need to keep (they must be in good condition). Others request them from you. When you mail them out, you get credit and can request books to be sent to you.
You can pay for postage on the site, and the postage will be printed on the label. Or you can post them yourself. For nineteen cents, you can print a USPS bar code on your label for instant credit as soon as the PS scans it. Otherwise you will get credit once the other reader marks your book "received."
I just posted about twenty books, and three of them have already been requested, having been on someone's wish list.

Oh - except for the postage (if you choose to use that feature) and a nominal start-up fee, it's free.

I posted a ton of books and a ton were requested. I also posted a ton of requests, and I never got one book back. And lo and behold the same on another such website. I have more space on my shelves, but my bank account was severely depleted by postal fees. dc
