Why do I giggle every time they say "penal colony"

I mean, I know I'm, like, not 12. I've been watching the Earth 2 series on Netflix, and I can't help but giggle every time I hear it.

It doesn't even sound like penile!

10. Many years ago....

I had a friend who was a DJ here in Michigan.
Our state was rather infamous at the time for
its overcrowded prisons.

He called me up one day to run some lines by
me because he was going to do some comedy and
be the announcer for a concert line-up that
featured Tom Jones as the headliner...yeah, it
was an "easy-listening" station.

His jokes were pretty bad, and I told him not
to quit his day job (we worked together as
OEM reps...).

He gave me a couple of tickets and I still remember
his introduction for "Tom Jones...a man with a more
burgeoning penal system than our state."

NOT a big laugh producer, and I felt responsible
because I had not laughed at his first attempts.
