Maybe they got the spelling wrong? I don't think it's a torture device or necklace. It's basically a sad love song. Oh, and here is the translation of the French:

9. "Communication VIA contact with the neck."

It implies a threat of immediate violence.
It would be the modern "gangster movie" equivalent of the phrase:
"Sending someone a message".

Latin has so few words compared to modern Anglish- it's all about CONTEXT.

Consider this: If I'm just a random DUer, and I send you a PM saying
"You seem tense- You should think about taking a vacation",
you would think that I was was an aquaintance offering some friendly advice.

But if I was a personal ENEMY of yours, and I grabbed you in a dark alley
and said "You should think about taking a vacation" while I was
holding a knife to your neck, you would understand that I was giving you
the message: "Leave town, or I'll kill you".

Same words, different context, VERY different message.

I love that interpretation of it. You are correct, it's all about context. In the context of the song, though, I don't think Bryan Ferry and/or Andy Mackay had that in mind. My mistake, of course, next time I will put it in context.
