How come it's easy to understand Onslow on "Keeping Up Appearances,"

who doesn't speak upper-class British English, but it's hard to understand some other characters on British TV/movies who
don't speak upper-class British English?

Come to think of it, it's also easy to understand Rose and Daisy, but not Barbara Havers on the "Inspector Lynley" shows.
