That librarian should be soundly disciplined, then given the Gibbs-slap of the gods. That sort of thing is private information, and should not be broadcast to everybody in the building.

and one of the stipulations is that if you live more than 30 miles(?)
from a legal supplier, you will be allowed to grow up to 12 plants for
personal use.

ordinances in place to restrict that ability in case it passes.
