3. Where's it from? What's the context?
I could be anything from a Norman Rockwell style feel-good picture to a picture implying that whatever group the boy represents can get along with whatever group the girl represents. What do these guys normally do? Where are they from?

9. Maybe in the next panel
the one lady pulls a flask of whisky out of her bag, and the "boy" is actually her 45 year old dwarf husband.

10. The tree is casting a shadow to the left.
The people and benches are casting them to the right.

I don't know if that helps you understand it. It didn't help me understand it.

11. I think...
Weird stuff. Look at the people and the shadows they cast on the bench. There's the first woman, who casts a shadow off her arm, and the little boy who hardly casts any shadow at all. Then we have the little girl, who casts a shadow like the first woman, and the second woman, who casts no shadow at all. Meanwhile below the benches, the shadow clearly shows the light should be coming from the left, while the shadows cast by the people indicates frontal lighting. And then there's the tree. Something damn odd going on here.

My first thought was that the little boy was the imaginary companion of the old woman, while another old woman is the imaginary companion of the little girl. But now I doubt this. Now I am thinking that the two old women are trying to get these two kids together, in order to let nature take its course. The kids obviously being too young, that's creepy - which is funny from a Guy & Rodd perspective.

12. If you flip back to Sept. 24th there is a hint.
Guy posts in the comments that they have something huge planned for next (this) week, something he thinks some of the fans will hate and something controversial spanning several days that the syndicate refused to run until he threatened to quit if they did not.

It makes no sense because the context is not yet clear...but it will. I get the impression it's a subtle political commentary being set up.
