I have been trying the last couple of days to call my cellphone company
The call center is in a foreign country. I can't understand what they are saying, being hearing impaired doesn't help. I told a couple of techs that I can't understand them and I want to talk to a supervisor, they both refused. I wish there was some way I could get tech support in text instead of trying to dechiper a thick accent.

1. Roon, does your cell phone company have a website?
Maybe there's an option for live chat, or for emailing the help center there (if they have a website, that is).

2. The only live chat they have is to help you buy a phone and a plan
No tech support chat.

3. Damn!
I have a little bit of hearing loss, but generally it's not a problem for me. But like you, I've been stuck talking to someone in a foreign country with a heavy accent when I'm trying to get help, and I can't usually understand what they're saying. You must be so damned frustrated!

5. Can you go to one of their local
centers and see if the people there can help you? Explain your hearing difficulty and then if they personally can't help you, maybe they would be willing to do the phone call for you and see what they can find out.

6. I dont know who your provider is
But I've been with US Cellular for 11 years. No foreign call
center. In fact we just renewed our contract with them. I'm
posting with my Android for the first time right now.

If your provder has a local store I would go there
