3. Without viewing the entire video,

I suspect it is basically a flashy version of the "Democrat's WMD quotes" that made the e-mail rounds a while ago. As usual, Snopes has some useful background information - basically saying that yes, the quotes are legitimate, but guess what! CONTEXT MATTERS!
