Probably the Ramada on 6th would be the cheapest, without going hostel or sro. The diner next to it is a good. Brian's, open 24 hours, excellent burgers.

2. the reviews on that Ramada are mixed |

....I read a lot of them before coming here. A lot of people were very unhappy with their stay, but as you say the choice is that or a hostel for budget accommodations. It's for a family member who has a meeting at one of the other hotels in the district. I figured it was better for him to stay in the district than try to go elsewhere at night after meetings. It's been about ten years since I have been there but the public transportation at night seemed kind of sketchy to me.
Thanks.

3. The Gaslamp district is safe |
|
It's humming most week nights and a zoo on the weekends. My advice would be to go cheap as possible but eat like a king. He can sleep later. Skip the cab at the airport, take the bus to Horton Plaza. The Ramada is a three block walk from the bus stop.
I recommend Cafe Chloe for breakfast, Searsucker for lunch and Osteria Panevino for dinner.
