Since I am paying for the internet cable service, the computer, the software to protect against virus attack it seems reasonable that I should charge all of the spamers that currently using my resources. So I intend to sent each of them a bill for $3,000 for annual rental. The whole $3,000 is due upon receipt of one spam, since I only rent on an annual basis.
A subsidiary of the Spam Resources, Inc. will be a Junk Mail Resources, Inc. That is a service I provide of collecting unwanted junk mail and then depositing it in the trash. Since, again it is my resources home, garbage collection that I pay for it is only reasonable that they do not expect to use it gratis.
They should expect to pay me, after all we are not communist.

It doesn't work.
Since similar charges might accrue to "legitimate" junk mailers, unsolicited mail of any sort is protected by Federal Law.
Even if they say you can charge for spam -- and I think that the statutory limit is $500 -- you can't charge for spam.
Free Enterprise for the poor, Socialism for the rich.
