I generally hear it used when you think someone is lying.
Person A:"I scored 100 points playing pick-up basketball yesterday"
Person B:"Yeah, right."

It's when someone agrees with you. Example: "It's a fantastic beer". "Yeah, right?" And you go up in tone on the word "right" as if asking a question. I've just heard it recently by the 20 year olds.
It's not the sarcastic "Yeah, right!" That's been around for ages. Maybe it's a regional thing and hasn't hit your area yet.

i had a bagger doing it to me then a couple day later a young checker....
kinda a bet off your "Yeah, right?" , but seems right is coming into style one way or another.

The reply I get in a situation like you describe is, "I know, right?"
My kids say it, and some adults I know say it now, too.

One of my girls started using that back about 10 years ago when she was in middle school...actually a variation: "I know, right?"
I use it now.
Language is invented by children.
So, like, get off my lawn or something. B-)

In the '70's, the phrase was, "Yeah, sure" or "Sure, you did."
"Yeah, right" evolved from those two phrases; it started in the 80's.
