Is the babysitting eagle parent using one of the eaglets as a beak rest?

The ice that was covering the webcam lens has mostly thawed now, but it looks like whoever's babysitting (can't see enough to tell which) is stabbing one of the eaglets with its beak.

Note the fresh fish on ice in the background. Someone did some ice fishing today.

EDIT: Of course, now (s)he has moved, but it looked pretty strange when (s)he had his/her head down.

EDIT 2: OK, I can see now that it's mom...

It's like they're taunting the poor, freezing birds. (I expect they're really fine but...damn!)

2. She's doing it again and it looks pretty uncomfortable for the baby
I wish the dad would join in to help cover those mammoth eaglets up in this windy freezing weather. She does not look happy, her hair is still wet and I bet she's cold.

Picking stuff off his feathers?

Just checked in and Mom (I think) pretty much has them all tucked underneath her. Looks frigid.

The fledging feathers on the chicks don't give much protection, so Mom's removing bits of ice.
