IMPORTANT UPDATE - I HAVE NOW CONFIRMATION THAT THESE WERE LANTERNS RELEASED AT TOWER BRIDGE:

From united4iran's Facebook page: "On 9 July 2010, Unite4Iran London held a peaceful event in front of City Hall in remembrance of Iranian students (...). Over a 100 human rights activists joined together to light 200 lanterns of hope"

I will however leave the videos posted as an example of how people (including me) can be misled by what they see.
