Not too hot and not too cold. 40 isn't that cold really. The summers here in Florida can be atrociously hot. But if that's your thing then I would say here because the winters are perfect.

Summer: Seattle, WA Winter: Phoenix, AZ
San Diego is nice year-round.
(However, if you're like me, International Falls, MN probably has the best wintertime weather :D)
