The ladder looks to me like a lift for putting the work platform in place. The worker probably didn't climb it, because there don't appear to be rungs, only braces on the side closest to the building. Maybe he did take an elevator. Still looks dangerous, and I can't look at the picture anymore. Makes me dizzy.
