It had worked it's way into my (affluent, mostly white, suburban) highschool by '91 or so, so real gangstas had probably been sporting it since Reagan was still president. It mystifies me too - people point at other dumb fashion things like bell bottoms, but none of them had the longevity of the falling-down pants.
