3. what's fascinating is that the three lights up top seem to rotate around the object

like the object is spinning. If it were an airplane, the lights would be stationary.

Or whatever the popular name is for the flying rods seen on night time videos. It's been proven that they are insects taken with cameras set to a particular night setting that causes them to trail.

13. Looks like light reflections of the lens. Happens several times in that clip.

With a camera moving like that, it's picking up reflections of nearby lights and projecting them outward. It's like when you look out a window and see a reflection of something behind you projected so that it looks like it's twenty feet in front of the window.

There are several blips flashing around the screen, not just the one they focused on.

Then again, it's the French Quarters, so if aliens wanted to visit, that'd be a good place for them.
