A man need to get his donkey to move, but the stuborn beast won't. So he toes a carrot on a stick and hold it out in front of the donkeys head. The donkey being hungry walks to the carrot which move away from him as he walks. So he keeps chasing a carrot he won't catch, and the man gets his way.

Unfortunately most people are too stupid to actually read the fable and use it in the context of a carrot reward if you do what we want, and a beating with a stick if you don't. That's the context Condi is using it in.

10. yes, and no matter how far the donkey travels

he cannot reach the carrot because it is dangling on a string in front of him. In other words, we are making empty promises to the Pakistan gov't to achieve cooperation.
