1. Isn't Quigley more progressive?

Costa is popular in the district, but I think a Republican cannot win here even if the nominee was a progressive of sorts. Costa was not the best on many issues in the legislature.

2. I'm not sure

Qugley is the chief of staff for Cal Dooley and has been the leader of the New Democrats in the House of Representatives. I believe he voted for the prescription drugs bill. So, I don't know if Quigley agrees with him on these things or not but if she does, I wouldn't consider her very progressive.
