Laws regarding Voter Registration info

I am thinking about running for a candidate for office (non partisan), and have some ideas for fund raising and advertising.

In Georgia the voter registration lists are available to public inspection, but may not be used for "Commercial Purposes".

What I wanted to do was to find people who voted in the Dem Primaries and have a good track record voting in the GE and send them a letter. My main purpose would be to get them to give me money, but also just a general vote for me letter would be great to.

So what constitutes a "Commercial Purpose" in Georgia? I have researched this for 15 hours or more and there is no definition of this in Georgia Law. Am I breaking the law if I send a fund raising letter? A campaign brochure?

If you can site case law, that would be wonderful as well.
