Entrepreneur computer programmer B offers to do a particular project for a particular price that is based on the 800 hours that programmer B will require to complete it.
Entrepreneur computer programmer A can complete the project in 400 hours.

Even if A offers to do the job for one-half of B's price, I'd really have to trust her before I'd give her the contract. Half-price for a job that's not done right is no bargain.
There are too many unknown variables to answer your question.

excellent chocolate chip cookies last night. She read an article in the NY Times which showed that letting the batter rest in the refrigerator for up to 36 hours makes all the difference. Though 24 hours is probably enough.
