Had the above article forwarded to me by a (conservative) friend. Can anyone with knowledge of the housing mess give an analysis of this piece? The obvious answer to me seems that Congressional Republicans killed the plan, but I don't know much about the situation at all.

1. I am not sure what the motives of either side was, but the article is basically
correct. here is a link to the bill introduced, but never passed...BTW..this was at a time when the republicans had a majority in both the house and the senate...dennis hastert was speaker of the house, so maybe the dems did not favor the changes, they did not have the vote to stop it if it was introduced??
