Many of these mortgages have no clear line of ownership. For these banks to refinance them, they'd first have to prove they owned the paper.
Any bank that might attempt to refinance the packaged, sold and resold paper might only be letting themselves in for a charge of fraud as their former shenanigans became ever more clear whilst trying to appease the beast that is U.S..
This could get interesting.

the first thing a person facing foreclosure should do is demand to see the original paperwork. Even if the bank can find it, it usually will slow things down by a few months.
