Tax info on buying a home right now?

I cant seem to find the information I can trust.
The new tax credit is supposed to be 8000.00 if we buy this year. I read that it can be added on to the down payment however this is not confirmed.
We do not make enough to pay much in taxes so the deduction for us would be a two year deal if thats how it works.
We are not first time home buyers, we sold our house three years ago come May 25th and have been renting since then. Do we have to wait till after the 3 years to qualify? I have had three different answers from realtor's and one accountant, none of whom I trust.
Help!
