For example, for Pennsylvania is says the following:
Judicial foreclosure in Pennsylvania requires that first, a notice of intent to foreclose be sent via certified or registered mail to the borrower after the borrower is at least 60 days behind in payments. The borrower then has 30 days in which to cure the default. The notice must include a statement from the lender that the full balance of the mortgage will come due in the event of failure to cure the default.
The problem is the "Notice to Foreclose" requires MORE then just a notice, it must also include a statement that the home owner can contact the Pennsylvania Homeowners Emergency Mortgage Assistance Program (HEMAP). HEMAP was founded in the early 1980s during the Collapse of the Steel industry when people were losing they jobs and then their homes WHEN if given some time they could find a job and resume payments.
Under HEMAP, a Pennsylvania Resident can contact the number provided in the required 30 day notice and apply for Mortgage assistance. Under HEMAP that can be Two years of Mortgage payments (Three years during periods of high unemployment as Pennsylvania has at present). To receive HEMAP the home owner must NOT be at fault (i.e. lost their job for no fault of their own not just quit the job or were fired for misconduct) AND have a good chance of being able to resume the mortgage payments within two years (Three years during periods of high unemployment). HEMAP will make the 2-3 years worth of payments and put a second lien on the house to get the money back (It is to be repaid when possible, i.e. when the home owner finds work and can resume payments). Pennsylvania is the only state in the Union that has this program, thus the authors of this "guide" probably did NOT understand that the 30 day notice BEFORE any foreclosure of residential housing is required so that home owners can be told of HEMAP and apply for HEMAP.
Just a comment that if you go by the guide, realized its limitations and seek legal advice from someone in your home state that can explain it better then this guide.
