I am sure some things were learned in phase one, but,
I still see at least two fundamental problems...
there is a potential for a seemingly infinite amount of so-called 'carbon-offsets', thus negating the need to reduce carbon use.
the allocation process for allowances, is essentially a giveaway of money, with the decision made by some mysterious group people. how the F*** can that possibly work?
.................................... note that there are two arbitrary giveaways.
the EU gives allowances to member states, using &^%^**%^%^???? as methodology to decide who gets what,
the countries give allowances to users, using &^%^**%^%^???? as methodology to decide who gets what,
