1. This is good. Romm has written one of the best books out there on Climate Chaos
And he knows that CTL is just coal you can burn in your car.

One of Joe's essays: Congress should say NO to coal-to-diesel.
His book: Hell and High Water

3. On the other hand...
Ethanol is topsoil you burn in your car, and he seems like he may be planning to advocate that, although maybe I'm reading too much into his bar-graph:

5. I don't think cellulosic ethanol changes the equation a great deal.

6. If it becomes technically feasible, it
probably would change the equation a bit.

There wouldn't be the usual investment in fertilizer, irrigation, and tilling, , since most of the species are already adapted to regional conditions, and some of the cellulose would be by-products of other manufacturing processes. It wouldn't be necessary to transport it very far, since it would probably be grown closer to the plants.

But it really depends on what conditions are needed for decomposing the cellulose--if they have to maintain the reaction vessel at a given temperature for a long time it would eat into the carbon savings.

7. He's more likely to advocate PHEV
"The plug-in hybrid vehicle, which Climate Progress has long been a fan of, is a terrific climate solution."
