Climate Scientists "Underwhelmed" By Bush Administration Planning

WASHINGTON - "A Bush administration plan to gauge how much global warming is to blame for symptoms of climate change has failed to impress some of the country's leading scientists.

(But) the plan underwhelmed an outside review panel of 17 experts appointed at administration request by the National Academy of Sciences, the National Academy of Engineering and the Institute of Medicine.

'The document is not a coherent strategic plan,' the panel said in a draft report. In its view, the plan lacked a 'guiding vision' or goals, identification of priorities, a timetable or criteria for measuring progress, and no management plan to carry the project forward.

After watching Bush pooh-pooh Democrat Al gore's alarms about global warming in the 2000 election, brush aside the international Kyoto accord to control emissions believed to cause global warming, and loosen environmental controls on industrial pollution, many scientists and environmental activists doubt the administration is serious about the issue. 'The earth is round, Elvis is dead, climate change is happening now and this administration doesn't get it,' said Annie Petsonk, international counsel for Environmental Defense, a non-profit New York-based advocacy group."
