Bush: "I Think We Can Actually Get An Agreement On Climate Change During My Presidency" - AFP
Much more incoherence, contradiction and fantasy follows.

US President George W. Bush said Tuesday that a global climate change deal was possible before he leaves office in January 2009.
"I think we can actually get an agreement on global climate change during my presidency," Bush said at his final summit with leaders of the European Union, which is at odds with the US approach.

EU nations have set themselves an ambitious target of reducing greenhouse gas emissions by 20 percent by 2020, with an emphasis on renewable energy sources. Bush is unwilling to set binding targets in the United States without undertakings from emerging economies such as China and India. Europe has sought to lead the way on battling climate change while encouraging others to follow suit.

US lawmakers blocked a sweeping climate change bill Friday, after Republicans warnings of high energy costs dashed Democrats' hopes of enforcing pollution caps during the Bush administration.

"We have a strategy that we think will be effective in addressing climate change and at the same time dependence on hydrocarbons," Bush told reporters. "That is through a major economy meeting, a series of meetings aimed at getting major economies to agree to a firm goal and to commit to a strategy to achieve that goal." "Unless China and India are at the table, unless they agree to a goal, unless they agree to firm strategies to achieve that goal, then I don't see how any international agreement can be effective."
