Kyoto agreement .. please help with legaleze
I am trying to understand the document as it is posted in http://unfccc.int/resource/docs/convkp/kpeng.html

Under article 2, it states that "each party in Annex I, ... shall"

Where is Annex I? I don't see it in the document anywhere.
