Tsien (His name when employed by the US Government), a Chinese Scientist, educated in the US and who was the viewed as the best Rocket Scientist the US had in 1945 (With the Possible exception of Goddard who died that year and some of the other Scientist working at the Jet Pulsation Labs associated with Cal Tech, where he received his Doctorate). He was the person selected to interview the German Rocket Scientists to see if they could help US Rocket Research (Goddard had examined a early V2 Rocket that had landed in Sweden during WWII and saw much of his work copied in the V2, thus the US Military wanted to see how much of the V2 was just Goddard's rockets with more money behind it or something more basic and important). Thus T.S. Tsien had exposure to Goddard's research via MIT and then the Jet Propulsion Group research out of Cal Tech. These were the two biggest Rocket research groups in the US prior to WWII, sometime exchanging information, sometime keeping it secret even from each other.
T.S. Tsien's problems in the US started in 1949, when the Red Chinese took over China. He tried to obtain US Citizenship, but the FBI found a paper saying he had joined the Communist party in 1938 (A fact he denied). Anyway his security Clearance was revoked and he was kept in House Arrest on a island off California, he was viewed as to dangerous to stay in the US, but to dangerous to leave (At least one Military official called the proposal to exchange T. S. Tsien for a crew of a B-29 held by the Red Chinese a mistake (IT had crashed on a spy mission over China in the mid 1950s), the Military Official said T.S. Tsien was worth the equivalent of a US Army Division, and the exchange was NOT worth it). The exchange took place, over the objection of the US Military, and T.S. Tsien returned to China to lead the Chinese Rocket research group. What a place to be, can't leave, but they don't want you, no wonder he opt to go back to Communist China.
