What is the return on investment for such a project? If built, channeling sea water into the desert could provide a technically simple source of hundreds of megawatts of electricity for decades if not centuries.
I searched exhaustively on google, but the last time planning was done was the 1980s.
Are such projects simply too large to obtain the necessary financing?

The entire depression would not necessarily be flooded. Some plans call for filling the depression to -60 meters.
The water that does exist there is not fresh, so in the worst case scenario you are merely expanding an already brackish ecosystem.
