Quotas which keep moving goalposts, but which would stop us from making extinct vast parts of the ocean in one fishing system (we have the technology to do that already, big fishing vessels, if they wanted to keep fishing past their window, would simply make extinct species if they did so).

it's all the bycatch -- what the industry calls "trash fish" -- that get killed going after the money fish. Tortoises and dolphins get it worst because they get trapped under water and drown, but lots of others are fatally injured by the sudden pressure changes and crushed when the nets are hauled out and dumped. Over the side they go.
